Ok, firstly open up a new canvas 560×500 and fill it with radial gradient
Colors : #e83f40 to #9e0101, remeber, “Radial”


You should get something like this


Now use custom shape tool and use it


Make with it something like this
Low the opacity


Now, use custom shape tool again and choose heart and make 4 hearts, then rotate them, apply layer effects


And you should get something like this


Now make white effects on hearts with rounded rectangular tool, and put layers to overlay(without black bg)


Now add flower vector brushes under the hearts layer, search brushes on google


Now add image adjustments


Now, create new layer and Image-Apply Image-Ok
Filter-Render-Lighting Effects


Add some text and stroke, and you’re done
